Pre-flight Safety

WATCO: listening to the pre-flight safety instructions on your ability to survive an emergency landing.

Audience: Those who fly in airplanes, specifically over large bodies of water

Goal: To get people to listen to the pre-fligt instructions, even when they have heard them a hundred times.

How:

S - It is sufficient in that it shows a large number of people standing outside of a sinking plane without a life raft or any other form of safety
T - A sane person who has ever flown in an airplane might rethink reading the magazine or listening to their favorite tunes instead of listening to the flight attendant.
A - Though crashes or emergency landings are rare, they do occur. So by saying that listening to the flight attendent's instructions are important with a picture of a lot of stranded people is accurate.

Effective: While it is a very sturring picture to see people who, without a quick response, will probably drown and die. However, most people will still think to themselves, "oh, it will never happen to me." That would be nice, but I am sure some of those people standing there thought the same thing.
